The Armed Forces Communications and Electronics Association describes itself as follows:

AFCEA International, established in 1946, is a non-profit membership association serving the military, government, industry, and academia as an ethical forum for advancing professional knowledge and relationships in the fields of communications, IT, intelligence, and global security.

In practice, the AFCEA includes 19,000 individual members, 13,500 corporate associates, and 1,700 corporations. It has been identified as serving to facilitate collaboration on various aspects of Metal Gear including persona management, identification, and surveillance, having among its members and leadership many figures and companies associated with those technologies. The vice-president, James L. Griggs, Jr., once worked for Northrop Grumman as a Senior Functional Analyst in their public safety division after having started out with Fairfax County Police. President and CEO Kent Schneider is a veteran of U.S. Army Signal Corps who likewise served with Northrop Grumman's Information Technology division "where he served as president of the Defense Group, president of Northrop Grumman Information Technology Global, the International arm, and vice president of business development." Northrop Grumman has in recent years sought to enter into the intelligence contracting industry by way of Xetron, which it purchased in 1996; in turn, Xetron is known to be interested in attribution due to e-mails acquired from HBGary which indicated discussions between executive Bill Lutti and HBGary Federal CEO Aaron Barr.
